Zusammenfassung:

Die Diplomarbeit untersucht den Einfluss der Zivilgesellschaft auf den „World Summit on the Information Society“ (WSIS) – oder zu Deutsch: UNO Weltgipfel zur Informationsgesellschaft. Der WSIS ist eine von der UNO ausgerufene Weltkonferenz, die sich in eine lange Serie von Weltgipfeln zu zentralen Menschheitsfragen einreiht. Beim WSIS stehen erstmalig die Themen Information und Kommunikation auf dem Programm. Es soll ein gemeinsames Verständnis der Informationsgesellschaft entwickelt werden. Neu ist auch die Struktur des Gipfels, der zum ersten Mal zweiteilig angelegt ist: Der ersten Hälfte des WSIS, die im Dezember 2003 in Genf stattfand, folgt eine zweite Hälfte im Jahr 2005 in Tunis. Der Vorbereitungsprozess wurde in Form von PrepComs (Vorbereitungskonferenzen) geführt, wo grobe Entwürfe der WSIS-Abschlußerklärung und des Aktionsplans erarbeitet wurden.

Die Arbeit ist in drei Bereiche unterteilt: Der erste Bereich stellt in einem kritischen Diskurs die wissenschaftliche Forschung zu den Themen Informationsgesellschaft, Zivilgesellschaft und Informations- und Kommunikationstechnologien (IKT) - Strategien dar. Neben aktuellen Theoriemodellen zur Informationsgesellschaft wird die wissenschaftliche Forschung über die Zivilgesellschaft analysiert und anschließend in einem größeren Rahmen betrachtet, der auf nationale und internationale IKT-Strategien eingeht. Besonderes Augenmerk wird dabei den USA, Europa und Asien gewidmet.

Der zweite Teil der Arbeit stellt in einem Fallbeispiel die internationale Jugendorganisation TakingITGlobal vor. TakingITGlobal agierte im Rahmen des WSIS als Repräsentant der Jugendlichen, die mit Hilfe äußerst erfolgreichem Lobbying einen eigenen „Jugendparagraphen“ in der offiziellen Gipfel-Deklaration erwirkt haben.

Im dritten Teil wurde ein Fahrplan für eine erfolgreiche Teilnahme an UNO-Gipfeln entwickelt. Eigens für Nichtregierungsorganisationen entworfen, soll er die wichtigsten Schritte darstellen und erklären, die benötigt werden, um eigene Interessen in einem globalen Forum zu vertreten.

Der Autor stellt zudem folgende Forschungsfragen:

Was sind die Faktoren, die eine Nicht-Regierungsorganisation (NGO) ermächtigen, einen UNO-Gipfel, wie den Gipfel zur Informationsgesellschaft erfolgreich in ihrem Interesse zu beeinflussen?

Was müssen Mitglieder der Zivilgesellschaft im Umgang mit IKT wissen und beachten, um im Rahmen von UNO-Gipfeln globale Strategien mitentscheiden zu können?
