Abstract:

The present paper analyses the essential elements of an new typ of social basic security system. The current system based on the subsidiarity prinziple. This causes for people with low commercial value the absence of financial incentive for work. Moreover needs the checkup, whetherpeople are entitled to get aid, a big administrative expenditure and impairs the human dignity. So a lot of entitled people do not use it. Beside the problem of "working poor" is increasing by globalisation.

To avoiding this disadventages, numerous of scientists and politician demand the crossing to or supplement by welfare prinziple. So everyone get a basic income from society, and has to pay high income taxes for the whole marcet income. Important terms are just basic income and negative income tax.

The paper introduces the existing system and the critisism of it, presents well known proposals und discusses the arguments. It shows the necessity of an low-wage labour marcet, discussed components like basic amount and residential amount, the basis of assesment and possible organisation variants.

An important part is the discussion of work incentive in dependence of rate of transfer decrease. It coms to the conclusion, that in all probability the total offer of labourtime will not go down.

Certainly, the financial expenditure will be much more than in the current situation, despite of reducing costs in previous social security and unemployment benefit. The main reason is, much more people than now will benefit by the basic income. Therefore financing sources will demonstrated. After considering many aspects the author comes to the conclusion, introduction a basic income would be useful for the society in several aspects.
